Recently, Senator Olympia Snowe (R-ME) introduced S. 451, the Survivor Benefit Plan (SBP) Benefits Improvement Act of 2003. Sen. John McCain (R-AZ) has joined Sen. Snowe as a cosponsor. S. 451 is a companion bill to Rep. Jeff Miller's H.R. 548, introduced in the House in early February. It would increase the age-62 SBP annuity over a period of five years and provide an open-season as supported by MOAA. Late entrants under this provision would pay an increased premium, depending on the number of years since retirement. Retirees who are currently paying extra for Supplemental SBP coverage would see their premiums reduced.
Faced with a relatively short timetable, MOAA needs your grassroots help to get your legislators on board. Please visit the web site http://capwiz.com/moaa/issues/bills/ to urge your legislators to cosponsor S. 451 and H.R. 548. Scroll down "Survivor Issues" and click on the applicable bill link, then enter your ZIP code and click "GO" to send the MOAA-suggested message. You may also call your legislators using MOAA's toll-free Capitol Hill hotline (1-877-762-8762). Just ask to be connected to your legislator's office, then urge representatives to cosponsor H.R. 548 and senators to cosponsor S. 451. Finally, the March issue of Military Officer will have a paper cover wrap with four postcards that you can mail to your legislators urging co-sponsorship and inclusion in the Budget Resolution. The more e-mails, letters, postcards and phone calls we can generate to Congress in the next month, the better our chances of success. Please don't be shy about using every one of the options listed above. Volume definitely counts.

The Chapter’s Membership Chairman, Herb Follansbee, ably assisted by Michael McLean, has totally redone the Chapter’s database, converting it from an older less flexible dBASE III format to a newer MS Access one. Consequently, we can now reflect the correct service unique rank abbreviations and components.
